Create perk view feature

• Create perk rest controller
• Create svelte display
  • display should have a list of all perks
  • each perk should be an individual svelte component
• Create perk repository

This page will be routed to after the user logs in and will display all the perks If this is creates as a svelte component then a separate main page can be made that has a header and this is added on top of that.
