Limit Independent Hero Count based on tier of Hero in the Warband #36

Independent heroes already reduce the number of Warriors allowed in a warband ( #33 ), but you can take more "generic" independent heroes than a hero can lead. They should follow the same limits as Warriors:

Tier 1: 18
Tier 2: 15
Tier 3: 12
Tier 4: 6
Each warrior in the warband should reduce the allowed count by 1.
