dynamic python path update #15

Add the storm-control directory to the python path at start. This would enable the use of multiple repositories on a single computer without mass confusion about what version is actually being run.

Implemented, but this only works for Hal, Dave and Steve. Other modules will default to using the default storm-control directory (if you set this with a storm-control.pth file).
