Should prevent opening of a second instance of Hal #25

I would have guessed that this is already not possible as the second instance won't be able access the camera and should close immediately. This is not what is happening?

If you have two cameras you might actually want two instances of HAL running. I agree that this is likely rarely going to be the case but I don't think we should explicitly block it.
