What steps will reproduce the problem?
1. open tomcat 
2. http://127.0.0.1/WebGoat/attack or localhost/WebGoat/attack
3.

What is the expected output? What do you see instead?

the authentication page or a webgoat login page but instead i get 
HTTP Status 404 - /WebGoat/attack

type Status report

message /WebGoat/attack

description The requested resource (/WebGoat/attack) is not available.
Apache Tomcat/7.0.27
What version of the product are you using? On what operating system?

using webgoat 5.4 stater pack running on windows7 ultimate 64-bit

i have not installed the WebGoat.war file yet . is that required? I am 
currently using the standard starter pack. using apache tomcat version/7.0.27

Just to elimate the obvious things here, you're using regular old webgoat and 
not the 8080 version. As you are no doubt aware, the 8080 bat file version 
needs you to append :8080 on the end of the URL. Check the XML file for valid 
logins.
