Monitor is up - Message is not always sent #11

The "Monitor is up" [...] message will not be sent in some cases. Also some monitors never send the message. This is very bad, since you need to log in to check if ervything is fine. [reported by dashboard]

I got a mail this week with the title: "Certificate on example.com has changed". Inside the notification there was the text "The certificate on example.com will expire soon.".

Seems the title does not match!
