Long ranged grab for Deity: Arcane Tether #50

A skill similar to Rose Whip, this skill will grab an enemy, and pull them in. Main differences from Rose Whip: Longer range, no damage, causes hitstun when pulled in, pulls in quicker, pull in delay is quicker.
