HP draining skill for Reaper #51

Reaper has a lot of attacks, but isn't really able to heal itself. This skill will be a long ranged attack that is able to cause a high tier of wither to the hit enemies, and a high tier hp regen for the caster. It will only cooldown, so no resource costs.

Done. While i was at it, i buffed some skills to also heal HP.
