By worm (09 February 2010 - automatically ported issue):

Low priority but...When you're snared (e.g roots, frost nova, etc) you cannot 
use your wand.

Cant confirm. But its that way when u're silenced! When ure just in nova n 
stuff u can use ur wand if my memory is correct. I'm just sure bout the part 
with cant cast wand while silenced whats a annoying bug especcialy in mage 1v1.
