Implement preliminary support for WCH CH32V003xx targets Pending hardware verification.

Hey @ikskuh, I'm still waiting on the actual hardware to get shipped to me to test this. Maybe put this on hold until I can verify this works IRL

Sure! I have the HW available but sadly no time to play with electronics right now :(

Mine came in! Have yet to actually power it up but may try building this + flashing when I get a sec :)
