JavaScript-Capstone-Project: Setting up header & footer

In this pull request I did the followings:

[x] Setup CSS Resetter normalize.css.
[x] Added style.css file.
[x] Setup the Color-Palettes for the website.
[x] Setup the HTML Structure for the website in the index.html file.
[x] Implemented the header and footer.
[x] Made sure that there are no linter errors.
[x] Made sure that the project is working perfectly as intended.
