Phantoms of the Void has Spire even if no air units unlocked #122

It won't let me mutate a Spire, but it is present in the list of structures.

Do you have air unit morphs?

Can you provide more information what's going on? Add screenshots/etc

During the playthrough I did have some air unit upgrades, and "Guardian Aspect (Mutalisk/Corruptor)"; but I was unable to morph Mutalisks, Corruptors, or any other air unit; so I would consider this a situation in which I should still not be allowed the Spire.

I would love to provide screenshots but I have already finished out the playthough and do not feel like spending hours to get back to this point. The only important detail I recall is that I was completely unable to actually create a Spire, I would click on it in the drone's menu, it would let me place it, and then when the drone arrived it would just cancel with no message or sound.

This part is weird - so the Spire was unlocked (available in build menu) but the Drone failed to build it when it was ordered to?

Yes, this is correct.

Perhaps, but IMO it doesn't make sense when I can't make either of the units needed for the aspect.
