Added slayer war council upgrade: Phase Blink.

Without it, they can't blink. With it, they can blink. Next attack within 8 seconds after blinking does double damage.

Upgrade: Kryhas Cloak (thanks ShadowArchon for the name suggestion). Gives Avengers their permacloak
