Replayed Planetfall again, did not destroy the final dominion base and got the unlock from the 5th bile launcher being deployed. Makes me wonder if you will to repeat other missions if you complete the final objective before it is "given" to you.
I've also had a similar issue with missing the Artanis check on In Utter Darkness if I use the expansion nydus worm to win before he appears. That should be fixed if it hasn't already.
I'll use this case to mark future reports of similar issues.

When winning, any "on the way" extra checks should be given on victory (similar to the Terror Fleet checks on Safe Haven).
