Adding an option to the top of the list, allowing players to pick what races they want to have access to in general. This can be used instead of, or in addition to, manually enabling or disabling campaigns one at a time. This option is also necessary for race-swapped mission variants further down the road.
How was this tested?
Added multiple test batteries that excluded factions but left all other options as default, then verified that no locations or items belonging to those factions were present. Also generated a bunch of worlds on various settings to verify that it would still work on mission orders other than vanilla shuffled.
