Global passive upgrades are now annotated with what race they affect. This has already been rolled out for Zerg, it's just bringing Protoss and Terran up to speed.
Not sure how to deal with Rogue Forces. Making it (Terran/Zerg) for now, idk how we want to treat it in the future once more mercs are added.
