Due to the recent optimizations achieved in reducing the latency, this PR introduces the following changes:

  1. Changes the length of a DS epoch from 83 mins to 80 mins.
  2. Changes the number of DS epochs per day from 17 to 18.
  3. Changes the total number of DS epochs per year from 6,250 to 6,570.
  4. Changes the total ZIL available for SSNs per year from 682,550,000 to 722, 700, 700.
  5. Changes the total number of gZILs to be minted from 682,550 to 722, 700.
  6. Changes the reward cycle from 17 DS epochs to 18 DS epochs.
