Consider placing files from https://mainnet-join.zilliqa.com/seed-configuration into the docker image #2174

Currently the files from https://mainnet-join.zilliqa.com/seed-configuration.tar.gz are located out of the version control system and have to be mounted to the image maually/with the script. Can we consider placing them in git and in docker image please?
