Attempting to merge the cookiecutter experiment from Cody's personal repository into this Zimmerman Group repo.

I had to rename pygsm -> pyGSM and tinker with a couple other things but the installation seems to be working on the continuous integration pipeline. Automated building of the docs still doesn't pass.
