Cannot run version 1.0.0-Beta1 on Windows 11 #53

I ran version 0.9.x on Windows 11 and it ran, but all the downloads failed. I figured I should update, so I grabbed the 1.0.0-Beta1 zip and unpacked it, then ran the executable. That resulted in the following error message:
