Version update for adapters, sdk and llama-index for safety_settings for Vertex

What

1. Support for safety_settings
2. Fix issues with Edit of existing adapters (after adapter config has changed outside the scope of the system and adapter is no longer connectable)
3. Support retrieval in Pinecone when chunk_size > 0 (loosen up node score condition)

Why

1. Safety settings for Vertex AI
2. To allow edit of unusable adapters
3. Pinecone prompt answering fails when chunk_size > 0

How

1. Version upgrade to latest sdk and adapters alongwith llama-index
2. By-pass context-window calculation (this was happening on init of LLMs) in case of unusable adapters
3. Decrease node_score condition to 0 from 0.6
