fix: Improve encryption key change error message

What

Allow python version file to be checked in
Improve encryption key change error message
Enable docker host in prompt service container
Run platform service on all interfaces
Retry docker compose pull again once on failure

Why

Explicitly locking python version streamlines downstream tooling and version upgrades
If encryption key gets changed somehow, the current error message is not helpful
Prompt service running in a container should be able to access platform service running directly in host
If running platform service directly in host, it needs to run on all interfaces to be reachable from other containers
On slow network docker compose pull can fail and retrying once generally helps
