Modify output for 'help' command #106

Modify output for 'help' command to make it an actual sentence, and to use link formatting for StackExchange Chat so that it displays "here" as a clickable link to the "Interacting with the Bot" document for the bot here on Github.

On commit 6ced325 on teward/SO-ChatBot:patch-1, I fixed a previously-introduced a chat syntax error on the StackExchange chat system that would not correctly display the link as was the intent in a7210e3. That is why there's two commits here for merging instead of just one :)
