Auto migrate gifs #226

As you may or may not have noticed... I've had an unreliable plugin (unreliable for reasons.. ugh. not if this passes) migrating gifs and then replacing the migration message with something more pleasant.

The reason this service fails is because the second websocket connection I must open (due to it not being a native plugin) often likes to drop... and then never reconnect (because it hates me).

So I propose we make this a core plugin. If you have any issues with this please comment.. otherwise I will assume this is good to go in a few days.

Also comment if you have any choice of options, or defaults (time before moving, the message displayed, etc).

@Zirak it is worth mentioning, the code is currently designed to only move on specified rooms. we could move this into a setting you could do via a command !!movegifs room=12345 and the unmovegifs counterpart. Also, if plugin inclusion is an issue maybe we should consider making that a little more streamlined? a new build script maybe? just thinking aloud.

What does gif migration do? I don't think we've ever used it - if it's recent, we might not have updated our instance to include it.

@Elusive138 it currently is just a local plugin on CapricaSix account. after X seconds it moves image onebox posts with the .gif extension to a specified bin room with a nice link to the gif itself and the room.

Ah. Cavil currently doesn't have owner permissions anyway. It does sound useful though.

Yea, unfortunately the permission issues we cannot work around. unless you can convince everyone in your room to install a local userscript

Oh, we can always give it owner permissions. Just not what it currently has - we don't use bans (and apparently SE doesn't want us to). Don't think they'd object to this though.
