Add Database linkup for rasa #12

I think Firebase's free spark plan s fine for now -

  1. we shall not need authentication
  2. we can afford only 100 simultaneous connections to the database
  3. we have 1gb of storage
  4. 10gb download per month is allowed from the database (equivalent to 200M chat messages @ 50B per message)
