Docker container #117

Setup Duga in a docker container, including the following:

[x] Grails Web Application
[x] Apache Tomcat
[x] PostgreSQL

This has now been started, and while it seems like a Tomcat and PostgreSQL is up and running, I have not yet been able to see any results of starting Duga in a docker container.
