Following from this conversation in SE chat logs, would it be feasible to display some kind of alert in chat when the review queues on Code Review reach a certain threshold? (amount TBD—should probably be discussed with regulars on CR). Evidently, the queue numbers are still displayed even if you don't have enough reputation to interact with the queues, likely it could be scraped from the HTTP response's HTML body. The SE API doesn't appear to have a public endpoint for review queues, from a quick Google search.
