Block repeated comments from the same question

Once comment notifies a chatroom of a particular question, all future comments are:

• Highly likely to be a response to the previous question
• Even if they're not, they're still going to be redundant with the previous comment that made it to the chatroom.

Therefore, since this scenario only creates duplicates or false positives, they should be filtered out.
