Accept some commands from a chat room user #83

It would be nice to be able to give a few commands to Duga. Some ideas:

Set a recurring reminder (and remove accordingly)
Ping to check response latency (and make sure there is a response)
Ping to check rep difference between SE/CR users (like what it posts daily at 23:15Z each day)

Additionally, a "help" ping to show existing commands would make sense

For this to be done, it requires that Duga scans the chat transcript, which it currently does not. @Vogel612 and others are working on a more interactive bot, which features might be incorporated to Duga some day, but there are currently no plans to do that.

Re-opening this as I haven't totally rejected the possibility of this in the future.
