When observing it can be quite boring in some games to not be able to see anything, while in other games you currently see a bit too much (Hanabi).
Observers should by default not be able to see much, but they should be able to request permission from specific players to see what they are seeing. Then when they have a couple of permissions they should either be able to see multiple things at the same time or be able to switch between the different player-views.
Being able to request options on the site is unnecessary, but they should be able to get permissions to view (and perform actions) for other players. Related to #111
