Create Event Child TimedEvent

Create a child of the Event class named TimedEvent which holds an execution time.

• [x] Lambda constructor may not be necessary or wanted. Discuss.
• [x] Event flow control functions (These are tentative, and I'm hesitant on these phrasings / usages)
  • [x] Suppress -- Does not launch event, may instead return Return()
  • [x] Release -- Cancels a suppress
  • [x] Defer -- awaits parameter future.get()==true before launch
  • [x] Call -- calls operator()
  • [x] Launch -- calls launch()
• [x] Should probably be able to be stored in a priority queue, using the time measurement as it's sorting value
  • [x] Can accomplish this with operator overloading. Implement TimedEvent with comparison operators to compare time.

I'll keep thinking about this implementation. I'll comment any more requirements we may need.

TimedEvent class has been implemented-- awaiting testing for confirmation. Notes:

• Defer opens a watchdog thread which is later used to run the intended function. Use with caution.
• One of the defer implementation takes a boolean pointer which is assumed to be not null. Use with caution.
• The boolean defer implementation uses a while loop instead of a wait function; this is sub-optimal. Use with caution.
