We want to remove prev signature from input data used to generate the next one.

Steps:

[x] Create new config value to be set by the leader process (on CLI)
[x] Create new config value to be set by the leader process (on Group struct)
[x] Ajust tests to make them set this new value when starting new nodes
[ ] Use that new value broadcasted inside the config group to decide if the previous sig should be used or not
[ ] Create new tests to check both scenarios
