revert name back to target in AccountAPI.sol, MinerAPI.sol and Utils.sol- uint64 #309

I'm so sorry, but I've conferred with the team around the change in #273 and I was incorrect in specifying the change to rename from the variable target to actorId.

Please update these methods to have there first parameter be target as that is more appropriate than actorId
