update to spec 9430 #194

⚠️ THIS PR CONTAINS BREAKING CHANGES AND SHOULD BE MERGED ASAP ⚠️

This app supports specs 9420, and 9430.

BREAKING CHANGES from spec 9420 to 9430:

staking: remove controller parameter from bond and setController
configuration: remove ump related methods
ump: remove pallet

Changes:

convictionVoting: add nesting for all methods
referenda: support submit method
nominationPools: add nesting for several methods

Other changes:

Fix some compilation warnings
Add support for Sign and Verify
Remove usage of throw methods of sdk
