Switch from CentOS Linux 8 to Rocky Linux 8 #82

Red Hat decided to end the support of CentOS Linux 8 on 2021-12-31, while shifting the focus to CentOS Stream 8 as upstream development for Red Hat Enterprise Linux only. Rocky Linux 8 is designed to be 100% bug-for-bug compatible with Red Hat Enterprise Linux 8.

Why is this not merged? CentOS will eol soon. Roberts modification is very stable, I am running it for nearly three months now ... Rocky is basically the "new" CentOS.

@kylejohnson, @connortechnology, is the ZoneMinder project dead? I honestly would have expected any reaction to a contribution, even you might dislike it…

@robert-scheck the docker portion of the ZoneMinder project was split off from the main project a few years back, with the intent to let someone other than the core dev team manage it. Someone did step up a while back, but he seems to have gone off the radar.

I'll merge this pull request, but please understand we don't plan to manage this repo over the long haul. This is the perfect opportunity for someone new to get involved with the project. If you are intereted, let me know, and I'll give you access. The only requirement is that changes must be distro agnostic e.g no hard coding of things that traditionally vary between distros, such as the web server account name.
