Hi Jaffar,
Can you please give the test user (jenny.black) access to multiple progress notes so I can replicate the issue?
jenny.black have access to create the progress note. Which environment you are trying this out?

Jenny can see progress notes but not the Multiple Progress Note card
In Tablet , below is the flow
Login -> Select “Business Units” -> in the Bottom You should be able to see multiple progress note and Click -> In Action Click Participant -> In Action Click New

My screen looks alright. Am I supposed to click on anything else?

Steps to replicate:
On Tablet (Ipad) NOTE* You need to have the tablet in landscape.
Image attached fore reference.
When the tablet is portrait orientation and you scroll down the list of shortcut notes, the screen goes funny. Please investigate.
