Should show move cursor at unanchored (unlocked) StoryItems Probably in both edit and non-edit mode

should consider what to do when the item also has ActionURL

Cursor set to crDrag when item is unanchored (URLAction has priority though, setting crHand cursor). Else cursor is set to crDefault
