Place Tags button next to Anchor button at StoryItemOptions #207

Version: 0.5.10

at StoryItemOptions popup the Tags buttons should be after the Anchor button since they're related (for making drills where tagged unanchored items have to be moved over Tagged anchored ones - targets)
