TODO:

[x] Finish tests for conditions
[x] Finish tests for buffs (not actions, just the buff state)
[x] Finish tests for buff actions (activation only - not effects)
[x] Finish tests for quality actions
[x] Finish tests for progress actions
[x] Finish tests for misc actions
[x] Finish tests for state interactions (buff effects, combos, etc)
[x] Finish whole-sim tests

Non-goals are testing the table lookup classes (recipe etc) since it'd just be copy+pasting the table data.

Calling this done, we could do a bit more with collectibility and other such things, but other stuff (i.e. revamping recipe and data table stuff) is higher priority.
