Create report in predator

What I did:

• [x] Reports are created on the predator side instead of runner
  • [X] Immediate jobs
  • [x] Cronjobs
• [x] Run a check after some time if results were passed back to predator from runner, a 1-minute grace for a report to be initalized
• [x] run_id is now uuid but with no column migration (run_id was Date.now())
• [x] jobPlatformName is now predator.${REPORT_ID}
• [x] added warning messages when using a bad version of predator-runner
