I've filed a pull request with the plugin code plus some tweaks to Scannable Cite.js to handle legal item types. When you have a chance to accept the pull request, I'll post to zotero-dev about the new location and plugin name (rtf-odf-scan-for-zotero), and set up onward links from the "zodfscan.py" repo on GitHub and the "citescan-for-zotero" repo on BitBucket.
