When updating to v18 I noticed that icons in application launcher are too small on default panel height 36, 1920x1080 monitor.
You can see how it looks in v17 panel height 36 in attached v17_h36.png
And v18 panel height 36 in attached v18_h36.png
To make v18 look OK I had to increase panel height to 40 as in v18_h40.png but the panel height is too much.

Is that the "task manager" widget or are those shortcuts? Or Latte-Dock? I don't see the "active window line" drawn in the "highlight color".

I'm not certain if the panel itself has padding. dialogs/background.svg or the generated widgets/panel-background.svg could have "margin" above and below all widgets.
Now that I look at it, the tasks.svg is a 19px tall 9tile button, with 3px padding above for the "highlight line" and 3px padding below to keep the icon centered. While the 13px center area can get stretched, the "top/bottom" areas of the button remain 3px tall.
When scaled up for a 36px panel 36-3-3 = 30px leftover for the icon.
When scaled up for a 40px panel 40-3-3 = 34px leftover for the icon.
When scaled up for a 42px panel 42-3-3 = 36px leftover for the icon.
