Provide option to disable timer #1

Ability to toggle the spacer (placeholder for the 24h forecast graph) and the timer is in v17.

Okay, I totally thought I tested this first but..., I totally bungled the binding between config => popup. But if you uncheck them both, then restart plasma (relog) then it works for now (working on a fix now).
