user can only remove his own residence, even if he has residence.admin #1165

Sorry for my poor english

The server version is 1.20.2,paper The player has the residence.admin and residence.bypass permission, but he cant remove other's residence. When the player issued /residence remove xxx, the console didn't say anything.

I don't know if it is a bug.
