padd and pdel commands try to modify flags that are disabled #211

In our config we disabled most of the flags since most of them are redundant and unnecessary, but now /padd and /pdel are trying to modify those disabled flags and I don't see a way to edit it. We are temporarily disabling these commands, which is fine because they are also redundant. (why have three ways to add flags to someone? That's just unnecessarily complicated and confusing.)

I think these are old commands leftover from the previous dev. They drive me crazy as well and I wish they would go away.
