I Dont Know but on my server default group cant create residences #844

These groups correspond to the Permissions groups defined in your '.yml'

Groups: Default: #group name, DONT remove this group

Information about the Residence zone that the player can define.

You can manually specify the group a player is in below, this overrides their permissions group.

Probably a permission issue. Default users need the residence.default group flag enabled.
