Update windev #38

Bring the cookbook to the here and now and see what shakes loose.

Update the cookbook dependnecies and the minimum required Chef version.
Drop any odd Win7 tricks left in the code base (see God Mode).
Update the development environment (ruby version, gems and CI)
Add the chocolatey update functionality from #36

Since we're updating the minimum required Chef version this is going to be a major version update -> Hello 1.0.0
