Auto Notifications

As a Admin I would like to automatically send notifications so that I can not manually text and email people like it is 2003

AC:

• [ ] Once the email notifications are created in #11 they will be sent after verification
• [ ] Once the text messages are created they will also be sent after verification
• [ ] There will be list of the users and what will be sent that can be viewed
• [ ] Users can be deselected from the list and will not get a notification

DOD:

• [ ] All acceptance criteria are met
• [ ] The feature has been tested for functionality
• [ ] The feature has been tested for security
