As an Attendee I would like to get notified about my matches so that I can find my waifu/husbando

AC:

[ ] Once the matches are made the notifications are generated.
[ ] Once the notifications are reviewed by an admin they can be sent off.

DOD:

[ ] All acceptance criteria are met
[ ] The feature has been tested for functionality
[ ] The feature has been tested for security
