As a admin I would like to add users via a CSV file (excel/google sheets) so that I can import users from many sources

AC:

[ ] There is a button to press that will allow the user to upload a CSV file.
[x] When a file is loaded users will be entered with all the relevant information.
[ ] There will be the option to browse the computer for a file or to drag and drop a file

DOD:

[ ] All acceptance criteria are met
[ ] The feature has been tested for functionality
[ ] The feature has been tested for security
